26-Feb-2006 Final copy of PB report received
SIRA receives final copies of the Parsons Brinkerhoff Road Transport Study,
complete with all amendments and including an update in response to the BCC
sponsored CRC assessment of risk..
13-Dec-2005 SIRA AGM
The 2005 AGM was held at Mt. Crosby Hall, Stumers Rd. Mt. Crosby @ 7:30pm. New
commitee elected,Greg Riding reelected as President for 2006.
2-Dec-2005: After 18 months of negotiation with BCC, the State Government
advises KCAP members that it has decided to proceed with protection of the haul
route identified by the PB study
Despite community opinion that the haul route identified is not appropriate, and
advice to BCC by the Cooperative Research Centre that the route should not
proceed, the State Government has, most regrettably, decided to adopt the
recommendations of the flawed PB study.

30-Nov-2004: Cooperative Research Centre for Water Quality and Treatment
releases final Report
This report is an independent review and assessment of the Kholo Bridge Risk
Evaluation contained in the Parsons Brinkerhoff haul route transport study,
commissioned by BCC in response to concerns raised by Brisbane Water with
regard to risks posed to the Brisbane and SEQ water supply by construction of a
quarry haul route across the Mt. Crosby weir. The report is highly critical of
the PB study and recommends that the haul route should not proceed under the
route determined by the PB study due to the risk of contamination to drinking
water.
10-Oct-2004: SG Draft Planning Policy released
The State Government releases it's long awaited Draft Planning Policy. The
section applying to Extractive Industry lists Kholo Creek as KRA (Key Resource
Area) 41. The KRA41 map is notable for not showing any haul route, but the
accompanying text mentions an ongoing investigation. Public submissions are
requested. Closing date for submissions is 13th Dec 2004, and the plan is due
to become policy by February 2005.
30-Mar-2004: KCAP meeting
KCAP chair calls for final comments on the Parsons Brinkerhoff haul route
transport study and calls for acceptance of the report. KCAP fails to reach
consensus. SIRA provides further feedback and agrees that PB have completed the
task asked of them, but categorically does not accept report findings (route
4/20). REPA advises that it will only accept an alternate route (route 4/10).
BCC advise that they cannot accept findings due to potential impacts on water
quality given the recommended alignment of all haul routes across the Mt.Crosby
weir. BCC commisions further reports from independent catchment management
specialists. These are due for completion around September 2004 whereupon the
matter to be put forward to the minister for a final decision. It is not clear
whether any further KCAP meetings will be called.
20-Feb-2004: Quarry land rezoned Extractive Industry
As a result of feedback received from the Department of State Development with
respect to the draft Lake Manchester Local Plan, Brisbane City Council adopts
the plan but with quarry lands rezoned from "Environmental Protection Area" to
"Extractive Industry". This is not publicised and the public is not given an
opportunity to object.
03-Dec-2003: SIRA AGM
SIRA 2003 AGM was held at Mt Crosby Hall 7:30pm. New commitee elected,Greg
Riding reelected as President for 2004.
30-Oct-2003: KCAP meeting to consider final report
Final amendments were requested of Parsons Brinckerhoff to enable the KCAP panel
to meet and recommend a Haul Route prior to Christmas. Meeting date to be
determined.
14-Aug-2003: KCAP meeting to consider Parsons Brinckerhoff response to
community feedback
As a result of this meeting, Parsons Brinckerhoff were commissioned to amend,
correct and enhance the Road Transport Study.
31-Jul-2003: KCAP meeting to consider public responses to the Parsons
Brinckerhoff Transport Study
75 responses were received from the community, community representatives and

26-Mar-2003: SIRA holds community meeting
Approximately 150 local residents attended general meeting called by SIRA. SIRA
provides summarised list of concerns to
assist community feedback to the State Government.
26-Mar-2003: Tom Barton (Minister for State Development) extends deadline
The deadline for community submissions on the Parsons Brinckerhoff report has
been extended from the 15th April, 2003 to 29th May, 2003.
19-Mar-2003: State Government conducts information evening
The Department of State Development and Parsons Brinckerhoff hold an information
evening at Mt. Crosby Hall, attended by approximately 200 irate residents who
demand a public meeting and more time to respond to the Haul Route report.
3-Mar-2003: Kholo Creek Quarry Haul Route Report Released for Public Comment!

The State Government will release for public comment, a report proposing a haul
route from Lake Manchester Road to the Warrego Highway early in March, 2003.
Responses sent to the government will be considered in any future
recommendations on this issue.
